Bristol City Council issued the Notice of Decision for refusal of the application for proposed installation of low carbon, bio-diesel powered generators and associated infrastructure near to the school with the following reasons:
1. The proposed development would result in significant impacts on air quality and would consequently introduce a risk of harm to human health and well-being within the vicinity of the site. It would therefore be contrary to policy BCS23 of the Bristol Development Framework Core Strategy (June 2011) and policies DM14 and DM33 of the Site Allocations and Development Management Policies (July 2014).
2. The proposal fails to address how it would mitigate against noise generation to the nearest sensitive development including St Philips Nursery, to the consequential detriment of amenity. This would be contrary to policy BCS23 of the Bristol Development Framework Core Strategy (June 2011) and policies DM14 and DM35 of the Site Allocations and Development Management Policies (July 2014).
